Meyer Southern Ltd carried out an asbestos refurbishment survey at Barn House on Warren Road in Fairlight, Hastings, East Sussex, TN35 4AN, ahead of planned works to the property.
The programme covered a full roof replacement with new skylights installed, along with internal refinishing and refurbishment. Works of that type disturb the fabric of a building in several places at once, which is exactly the situation a refurbishment survey exists to cover.
Getting the survey done before the first contractor arrived meant the client knew what was in the building rather than finding out mid-programme.
What the Survey Covered
Our surveyor began by reviewing the proposed works and the parts of the property they would affect. The roof structure, the areas around the new skylight openings and the internal elements due for refurbishment were all brought into scope.
A refurbishment survey is intrusive by design. Where materials were hidden behind finishes or within the roof build-up, the surveyor opened up to reach them, because a material that stays undiscovered during the survey is a material a contractor finds with a power tool later.
The scope was set against the client’s programme, so the survey and the refurbishment works were built around the same areas.
How the Survey Was Carried Out
Every Asbestos Survey East Sussex project we run follows the same standards. Our surveyors are qualified to BOHS P402 standard or higher, and this survey was carried out in line with HSG264 and the Control of Asbestos Regulations 2012.
Each area within scope was inspected and recorded, with samples taken where suspect materials were identified. All samples went to a UKAS-accredited laboratory for analysis, so the results came back as confirmed findings rather than a surveyor’s judgement call.
Any openings made during the intrusive inspections were made good afterwards, leaving the property in the condition the client expected before refurbishment started.
Reporting and Handover
The client received a survey report covering every area inspected, setting out the location, type and condition of any asbestos-containing materials found, supported by the laboratory results.
That report is what the contractors work from. It allows the roofing and refurbishment works to be priced and programmed accurately, and it sets out where control measures are needed before anything is disturbed.
It also removes the most common cause of delay on a refurbishment project, which is asbestos turning up unexpectedly once the job is under way and the site having to stop.
Project Outcome
The survey was completed to the agreed scope and the report issued ahead of the refurbishment programme.
Commissioning the right survey before works begin is a legal requirement and the main thing standing between contractors and unplanned exposure to asbestos fibres. With the report in hand, the client could plan control measures properly and move forward on the roof and internal works knowing what was in the building.
